REGULAR MEETING
August 15, 2016
A regular meeting of the Town Board of the Town of Busti was held on Monday, August 15, 2016 at 6:45 p.m., at the Town of Busti Administration Building, 125 Chautauqua Avenue, Lakewood, New York with the following members present:

Councilman Jim Andrews
Councilman Kenneth J. Lawton
Councilman Todd M. Hanson
Absent:
Councilman Rudy Mueller
Supervisor Robbins called the meeting to order with the salute to the flag and a moment of silence was observed.
Present at the meeting were: Highway Superintendent Melvin Peterson, Lakewood-Busti Police Chief John Bentley, Code Enforcement Officer Jeff Swanson, Susan Lane, Ray Ayers, and Adam Glasier – Post Journal.
Town Clerk Darlene Nygren reported the Town Clerk’s office will be closed Wednesday, August 17th from 12:30pm – 3:00pm for the Chautauqua County Municipal Clerks Association meeting.
Chief John Bentley reported 6,723 incidents YTD. Chief Bentley noted his department is redoing the video surveillance system at the department office, which will be paid for the department’s Trust and Agency fund. Also, officers have attended range training the past two weeks.
Highway Superintendent Melvin Peterson reported the recent rains have caused fallen trees and road shoulder damage which the department will have to repair. Also, the department has paved 6.5/tenth of a mile on Mead Road hill which used up the $33,000 received from Paved New York and requires a budget adjustment. Superintendent Peterson noted the Highway Department had worked on Mall Blvd today with the Village of Lakewood DPW.
Code Enforcement Officer Jeff Swanson referred to the letter from Senator Cathy Young regarding “Zombie Properties” and the new “800 number” to call and report vacant/abandoned properties of concern. NYS Dept. of Financial Services will maintain an electronic registry of vacant and abandoned homes and land; DFS will identify mortgage servicers and ensure appropriate remedial actions. CEO Swanson noted that the code violation proceedings are moving forward.
Councilman Hanson moved the following resolution, which was duly seconded by Councilman Andrews:
RESOLVED, Supervisor Robbins and Councilman Hanson be authorized to sign the Grant Disbursement Agreement for the Dormitory Authority of the State of New York (DASNY), State and Municipal Facilities Program (SAM) grant.
Upon roll call vote, all aye, carried.
There was discussion regarding the following repairs/upkeep at the Town Administration Building at 125 Chautauqua Avenue:
- Councilman Andrews will contact a contractor and ask them to create specifications for repairing/painting the exterior of the building, the board will then advertise for bids for the repairs/painting.
- Code Enforcement Officer Swanson will contact Kings Heating and ask if they would create specifications for a HVAC unit to replace the current roof unit for the court office and courtroom, the board will then advertise for bids to replace the unit.
- Supervisor Robbins will contact J. E. Servis Plumbing and Heating, Inc. regarding the roof drain and the best way to correct the ongoing drainage issue, the board will then advertise for bids if necessary.
Supervisor Robbins moved the following resolution which was duly seconded by Councilman Lawton:
RESOLVED, that Supervisor Robbins be authorized and directed to pay the presented General Fund, Highway Fund, and the Joint Recreation Fund for Abstract No. 14 from warrant #502 to and including warrant #536 in the amount of $368,362.46.
Upon roll call vote, all aye, carried.
Supervisor Robbins moved to accept the August 1, 2016 town board minutes which was duly seconded by Councilman Lawton.
All aye, carried.
Supervisor Robbins motioned to adjourn the meeting at 6:58 p.m., which was duly seconded by Councilman Andrews.
