REGULAR MEETING
June 19, 2017
A regular meeting of the Town Board of the Town of Busti was held on Monday, June 19, 2017 at 6:45 p.m., at the Town of Busti, Town Administration Building, 125 Chautauqua Avenue, Lakewood, New York with the following members present:
Supervisor Jesse M. Robbins
Councilman Jim Andrews
Councilman Todd Hanson
Councilman Rudy Mueller
Councilman Kenneth Lawton
Supervisor Robbins called the meeting to order with the salute to the flag. Supervisor Robbins acknowledged the passing of Helen Andrews, former Town Clerk (1974-1991), and a moment of silence was observed.
Present at the meeting were: Lakewood Busti Police Chief John Bentley, Ray Ayers, and Jack Knowlton.
Town Clerk Darlene Nygren reported over 300 transfer stickers have been sold to date. She noted Lisa Schmidtfrerick-Miller, Chautauqua County Department of Health Healthy Communities Consultant, held a “free hands-only” CPR training for the town office personnel on June 15th at the town office. The training is part of the county’s CHQ250 project “Do Your Part to Save Hearts” and an attempt to educate area residents of the risk of heart disease. Any business or organization interested in the project can contact Lisa for more information. Town Clerk Nygren noted she attended the seminar “Cyber Liability/Data Breach” on Tuesday, June 13th, which was sponsored by Slone-Melhuish and presented by Ed Chadwick, Russell Bond Insurance Wholesalers. The seminar covered the risk of a data breach and how to protect the town from the high cost that results from one.
Lakewood Busti Police Department Chief John Bentley submitted an incident analysis to the board and reported 473 incidents in the last two weeks and 4,730 year to date. Chief Bentley noted two LBPD officers attended a “Traffic Tactics” training at Niagara University, instructing the officers of how to make safe traffic stops. The officers will share what is taught to the rest of the department. Three officers are attending “Outlaw Motorcycle Gang”, there is an increase of motorcycle gangs in the area and therefore a need for more concentrated training. Chief Bentley noted he has submitted a letter to Senator Cathy Young, on behalf of the town court, requesting the town court officer position be classified as a police officer/peace officer position. The change would allow an officer to use the hours as court officer towards their certification and make the court officer position more attractive to academy graduates. Chief Bentley stated the department recently donated 73 old phones to Blue Star Moms, the phones were no longer being used by the department.
Jack Knowlton reported the Lakewood Fire Department has had 386 incidents year to date. The department’s new memorial monument should be completed by July 4th. The new baseball field is being used and the fire department will cover the cost for the construction of both dug outs.
Supervisor Robbins reported Code Enforcement Officer Swanson will be writing a letter to the Busti Trap Club regarding the recent complaint received.
Jack Knowlton noted the Busti Cemetery is filling up fast and is concerned that within the next fifteen years the cemetery will be full. He is suggesting the town look at the options to expand the cemetery.
Supervisor Robbins moved the following resolution which was duly moved by Councilman Hanson:
RESOLVED, that Supervisor Robbins be authorized and directed to pay the presented General Fund, Highway Fund, and the Joint Recreation Fund for Abstract No. 9 from warrant #344 to and including warrant #373 in the amount of $31,032.42.
Upon roll call vote, all aye, carried.
Supervisor Robbins moved to accept the June 5, 2017 Town Board minutes as presented, motion was duly moved by Councilman Andrews.
All in favor, carried.
Councilman Mueller noted that he will be meeting with the library boards on July 11th.
Councilman Hanson will be meeting with CEO Swanson to review the current Building and Zoning Code Fee Schedule.
Supervisor Robbins motioned to close the meeting at 7:04 p.m., which was duly moved by Councilman Lawton.
