Chairman David Paterniti opened the meeting at 6:30 p.m. and noted Cummins Engine withdrew their application.
Mr. Anderson and Mr. Genberg presented a site plan along with the objective, mission, and operation plan for the proposed Agritourism business.
Property is owned by Cederquist Trust and known as Section 403.00, Block 2, Lot 6.1 of the official tax map of the Town of Busti. Property is in the Conservation/Residential District. Mr. Anderson and Mr. Genberg are in the process of purchasing the said property from Cederquist Trust. The proposed business mission is to provide a venue for a safe, affordable, and educational family experience focused on agricultural efforts encouraging farm to table lifestyles; where patrons can enjoy hands on experiences such as walking through a cornfield, picking their own pumpkins, and even feeding a farm animal. Any structures built on the 52-acre site must meet the zoning district setbacks or an area variance will be required in addition to the Special Use Permit. The site plan included a 6-acre gravel/hard surface main parking area located along Baker Street with a 3-acre gravel/hard surface overflow parking area along Trask Road; the parking entrance and exit for both areas will be located on Trask Road. A well will be dug on the property to provide water to the venue with a tank for gray water and portable restrooms will be utilized. Fences will be placed around the gas wells located on the property. There will be a stage constructed on the westside of the site and it was recommended that speakers be placed directing the music away from area residents, it was also recommended that the use of air cannons be placed no closer than 600 feet to any adjacent property. The proposed venue will be open annually beginning at the end of September and no more than six weeks; the hours of operation will be weekends 10 a.m. through 6 p.m., with the possibility of occasional weekdays for educational purposes only.
James Butler motioned the Planning Board forward the application of Eric Anderson and Jason Genberg for a Special Use Permit to operate an Agritourism Business, as presented and with the said recommendations, to the Town Board for approval according to Town of Busti Zoning Code §405-27 (D); motion was duly moved by Janet Briggs.
All in favor, none opposed. Carried.
