Chairman David Paterniti called the meeting to order at 6:30 p.m.
Chairman Paterniti noted on July 6, 2020 the Planning Board had tabled the application for Site Plan Review from Tara and Shawn Cotter, 837 Shadyside Rd, to construct a new building at 4374 Fairmount Avenue, parcel is owned by them and designated as Section 385.05, Block 4, Lot 65, 66, 67 on the official tax map of the Town of Busti and located in the Highway Commercial (HC) District. The Planning Board had requested to see plans for drainage along with electrical and lighting plans.
Chairman Paterniti noted the Planning Board had received drawings of the drainage plan and the grade of the area for the proposed business located at 4374 Fairmount Avenue. The engineer had put a slope on the property that will slope towards the road; there is a DI drain in the road so once the property is hard packed it should drain to the road and into drain. Jim Butler explained that with this plan the water that falls on the said property will drain down to the road, not on adjacent properties, and down through the storm sewer system. There will be berms which will require a slight elevation change on the sides so whatever water does fall on the property will flow to the front and to the DI drain on Fairmount Avenue, grass will help with that process as well. The property is currently flat, the plan is tipping it towards the road, slightly towards the center, and around the building on the back side. There are two curb cuts that will direct the water to the DI drain on Fairmount Avenue.
Janet Briggs inquired about any lighting on the property, Tara Cotter noted there was no plan to have lighting since the business will be open seasonally and closing at 7 p.m. She has considered having twinkle lights around the building that will give enough light for security cameras to keep an eye on things.
Robert Whitman inquired if there would be gutters installed on the building. Tara Cotter stated the engineer was not able show them on the site plan; however, for the record, all drain gutters will head towards Fairmount Avenue as well.
Janet Briggs moved to approve the application of Tara and Shawn Cotter, 837 Shadyside Rd, to construct a new building at 4374 Fairmount Avenue with a drainage plan as discussed. Motion was duly moved by Jim Butler.
Chairman Paterniti called for “all in favor”, there was no nay heard however, the clerk received an email after the meeting from Robert Whitman stating he did not reply in favor of tonight’s motion.
Motion carried.
Jim Butler moved to adjourn the meeting, which was duly moved by Diane VanDewark.
All in favor, carried.
Meeting was adjourned at 7:32 pm.
